Data Use Agreements (DUAs)
Signature Authority
DUAs are signed institutionally by the Stanford Office of Research Administration (ORA). For Graduate School of Education agreements, Ruben Bilbao is our ORA officer assigned to review any incoming or outgoing agreement. Research agreements and DUAs should align with the principles below.

- Submitting a Research Related Agreement Request Procedure on submitting agreements for review through SeRA.
- Research Policy Handbook (RPH): Openness in Research Policy Details on publication delays, confidentiality, and dissemination requirements.
- RPH: Intellectual Property Policy Outlines ownership of intellectual property and licensing. Resulting language in research agreements/DUAs should reflect the intent of this section.
FDP (Federal Demonstration Partnership) Template
The purpose of the FDP is to help facilitate research agreements. Their data use and transfer agreement template is a great baseline for negotiations and can reduce institutional risk to Stanford and the Graduate School of Education. It is especially useful for:
- Supporting openness and compliance with Stanford policies
- Streamlining negotiations
- Standardizing language across agreements
